External Affairs Minister S. Jaishankar is scheduled to meet US Secretary of State Marco Rubio in Mumbai on 20 October, with trade, defence, and emerging technologies among the topics expected to be taken up under the India-US Comprehensive Global Strategic Partnership.
Ministry of External Affairs Spokesperson Randhir Jaiswal announced at a routine twice-weekly press conference that the external affairs minister would meet Secretary Rubio on that date and participate in festivities marking 250 years since American independence, having been extended an invitation as Guest of Honour.
Jaiswal noted that Rubio's upcoming visit would give both sides an opportunity to review the state of India-US ties and explore ways to deepen the Comprehensive Global Strategic Partnership. Agenda items anticipated to feature in the discussions span energy, trade, investment, defence, and emerging technologies, alongside other shared priorities within the broader bilateral relationship. Broader regional and global matters are also expected to be addressed.
The external affairs minister is also scheduled to receive UAE Deputy Prime Minister and Foreign Minister Sheikh Abdullah bin Zayed Al Nahyan in Mumbai on 19–20 October 2026. Jaiswal described the UAE deputy prime minister and foreign minister's visit as an opportunity to examine every dimension of cooperation tied to the India-UAE Comprehensive Strategic Partnership, with energy, trade, investment, fintech, defence, and connectivity among the areas on the agenda, along with an exchange covering the West Asia situation and broader multilateral concerns.
Addressing the choice of Mumbai as the venue, the MEA spokesperson noted that hosting visiting dignitaries at locations outside Delhi had become standard practice over roughly the past ten years. Among the diplomatic encounters cited were the Prime Minister's receptions for Spain's head of government in Vadodara and Germany's Chancellor Merz in Ahmedabad, a visit by Mauritius's Prime Minister to Varanasi, and, on the external affairs minister's side, foreign ministers' gatherings convened in Goa, a bilateral meeting with Botswana's foreign minister held at Kevadia in Gujarat, and the Heart of Asia conference held in Amritsar.
US envoy Sergio Gor disclosed at a Bloomberg New Economy Forum question-and-answer session that Secretary Rubio's itinerary includes meetings with Indian government officials in Mumbai, with External Affairs Minister Jaishankar anticipated to attend. A State Department announcement placed Rubio on an upcoming itinerary to India, where talks are expected to advance the two countries' energy partnership. His itinerary runs from 17 to 22 October, taking him first to Samarkand in Uzbekistan before continuing to Mumbai and Jamnagar across two stops in India.
Gor added that the planned trip would centre heavily on commercial matters, with a stop in Jamnagar, Gujarat, where Rubio is expected to hold talks with representatives from Reliance.
Congress leader Rahul Gandhi raised questions about the planned Mumbai talks between Secretary Rubio and Indian officials, and drew attention to the absence of any explanation from the Ministry of External Affairs regarding the arrangement. Gandhi further indicated that Prime Minister Narendra Modi would need to address the issue publicly.
On the status of a prospective India-US bilateral trade agreement, Jaiswal indicated that talks were continuing with a view to concluding an agreement in the near term, pointing to statements already made by the external affairs minister and the commerce minister on the state of negotiations. At an earlier Bloomberg New Economy Forum session, Jaishankar conveyed that talks were converging toward a resolution and that the foundational pillars of the bilateral strategic partnership had not shifted. Gor described the trade agreement talks as advancing at a steady pace, with the principal elements already resolved, and expressed confidence that both parties would bring the deal to completion. Gor added that the two parties were nearing the point at which a deal could be finalised.
