Ground-level organising work within the Bharatiya Janata Party has picked up pace ahead of the Uttar Pradesh Assembly elections. Planning for a grassroots mobilisation drive — spanning booth-level operations through to assembly-level coordination — has been set in motion, with an eye toward building new political alliances.
A two-day gathering of assembly in-charges and party expansion workers is scheduled to take place in Varanasi on 14 and 15 October. The BJP is set to convene the event to assess poll readiness across the Kashi and Goraksh divisions and chart the path forward for upcoming electoral efforts.
Drawn from the two provinces of Kashi and Goraksh, roughly 266 people holding detailer and in-charge roles at the assembly level are set to participate. Combined, the two provinces hold 142 assembly constituencies between them, with 71 located in Kashi province and 62 forming the contested ground in Goraksh province, bringing a combined figure of 133 seats under particular attention. How the party plans to approach the nine outstanding seats is among the topics lined up for discussion at the gathering.
Three party figures are expected to attend: BL Santosh as National General Secretary, Vinod Tawde in his capacity as Uttar Pradesh in-charge, and State Organisation Minister Dharampal Singh. The gathering is viewed by party functionaries as a vehicle for laying the party's groundwork ahead of the upcoming vote.
Outreach to Shakti Kendras and booth-level workers — covering direct engagement, inter-unit coordination, and grassroots organising activity — is set to form the centrepiece of the gathering's discussions. Plans to hold community-wide gatherings at every level of organisation are also expected to feature in the proceedings.
Outreach gatherings spanning 43 communities across Uttar Pradesh are being organised by the BJP, with the party targeting each group through dedicated meetings. Efforts under this initiative are focused on broadening the organisation's reach across varied community groups while deepening the channels through which it connects with them.
Grassroots organising at the polling-booth level forms one pillar of the party's approach, while assembly in-charges and detailers are expected to carry comparable weight in shaping its overall electoral machinery. Tighter coordination across the organisation's various tiers is where attention is to be directed.
Scheduled to open on the evening of 14 October, the gathering is set to run through to the evening of 15 October, with a total of six sessions scheduled to take place across that timeframe. Agenda items are set to cover the organisation's work at assembly level, the responsibilities held by in-charges and extension workers, and questions tied to upcoming elections. Performance of both the central administration and the state government headed by Yogi Adityanath is also set to come under review during the gathering.
Party insiders have indicated that high-ranking BJP figures are likely to begin touring Uttar Pradesh once the festival period draws to a close. Campaigning visits by the prime minister, the home minister, and other senior party figures are pencilled in to get under way from the middle of November. Ahead of those planned tours, the party is working to shore up its internal organisational footing.
Before senior leaders launch their programmes, the groundwork calls for booth-level workers, Shakti Kendra volunteers, and assembly-tier members to each have well-defined responsibilities in place, with the outreach drive among communities also expected to pick up pace by then. The Varanasi gathering has been folded into what party functionaries describe as a wider set of preparations ahead of the elections.
Four pillars are shaping the approach ahead of the vote, according to party functionaries: a review of how the government has performed, an assessment of the party's organisational reach, attention to community and social alignments, and a planned tour by senior figures.
