A State Department notice placed Secretary of State Marco Rubio's travel itinerary between October 17 and 22, with stops in India and Uzbekistan on the schedule. Stops in Mumbai and Jamnagar are included in the India leg of the trip, where Rubio is expected to hold talks with senior government officials covering the two countries' strategic ties, regional and global affairs, and avenues for deeper energy collaboration.
A meeting between External Affairs Minister S Jaishankar and Rubio is anticipated to take place in Mumbai. Rahul Gandhi, who holds the position of Leader of the Opposition in the Lok Sabha, posted on X to address the visit, asserting that External Affairs Ministry personnel were left without a clear picture of events and characterising the situation as one where Rubio had called his subordinate to Mumbai.
Reports from the External Affairs Ministry indicate that its personnel lack a clear picture of the situation. Gandhi's final written words on the matter left the question unresolved, with a note that whichever course the other party preferred would be honoured.
Ambassador Sergio Gor, describing the trip's commercial focus, outlined bilateral trade, energy cooperation, technology partnerships, and investment opportunities as the central agenda items. Meetings with business figures are also on Rubio's agenda, aimed at advancing trade, investment, and economic ties between the two nations.
The Jamnagar refinery operated by Reliance processes 1.4 million barrels of crude oil per day across a single site, a scale that ranks it among no other facility of its kind anywhere on earth, and it is against that industrial backdrop that Rubio's visit to the area takes place. Rubio's 2025 itinerary would place India on his schedule as an official destination for a second time, following a previous trip that ran from 23 May through to 26 May.
A refinery project backed by Reliance Industries investment — the first such facility to be developed on American soil in half a century — was put forward by President Donald Trump in March. Situated along the Brownsville waterfront in Texas, the proposed refinery carries a projected price tag of USD 300 billion.
Rubio's itinerary calls for a stop in Samarkand, Uzbekistan, where he is scheduled to attend the C5+1 Ministerial gathering and meet separately with senior officials from across Central Asia, before the trip continues on to India. Agenda items for the trip are set to encompass both a framework for joint strategic cooperation and the deepening of commercial ties linking the United States with nations across Central Asia. Ambassador Gor conveyed that a drawdown in Indian oil procurement from Russia stands among Washington's partnership priorities with New Delhi.
