A State Department announcement confirmed that Marco Rubio, serving as Secretary of State, is scheduled to visit Mumbai and the Jamnagar refinery hub in Gujarat during the coming week. The short visit to Jamnagar, where a tour of the Reliance oil refinery is on the itinerary, comes against the backdrop of Reliance's announced plans to build a refinery in Texas — a project that would mark the first such facility constructed in the United States in half a century and one that the Trump administration has listed among its energy priorities.
The timing drew notice: news of Rubio's planned visit to Jamnagar came shortly after Elon Musk — whose company Starlink has characterised its path to Indian operating approval as mired in regulatory delays — posted on social media addressing Mukesh Ambani as "PM Ambani" and asserting that Ambani holds the true levers of power behind the country's policy decisions.
Rubio's schedule includes a second stop in India within the same calendar year, with the earlier occasion being a May gathering of Quad foreign ministers held in Delhi. From Monday onward, his schedule includes meetings with senior government officials, with talks expected to cover the bilateral strategic partnership, regional and global affairs, and avenues for deeper cooperation on energy. The State Department's announcement noted that Rubio's schedule would also include meetings with business figures to explore avenues for commercial investment and economic ties between the two sides. A one-on-one meeting between Rubio and his Indian counterpart S. Jaishankar is on the schedule for Mumbai.
The trip follows a period of friction around workforce mobility, during which the US moved to bar a number of staffing firms — among them several based in India — from participating in the PERM green card scheme. A formal reply from India addressed comments attributed to US Vice President J.D. Vance, whose remarks drew objections after he drew a parallel between overseas technology workers and indentured servants, with critics arguing the analogy was both unwarranted and harmful to those it referenced.
Among the items New Delhi plans to put on the table is the Sanctioning Russia and Iran Act — a piece of legislation granting the president authority to levy tariffs of up to 100 percent on nations that purchase Russian oil. Part of that strain lifted after the US granted Russia a temporary authorisation to move diesel into American markets and beyond. A stance centred on energy security and stable markets taking precedence over geopolitical considerations is one India is broadly anticipated to put forward again.
The trip by Rubio is expected to open a stretch of senior-level exchanges between the two parties over the coming months. A follow-up gathering of the ministers is set to take place on the sidelines of the G20 foreign ministers' session in Atlanta, scheduled for 30–31 October. A gathering of Quad foreign ministers is set to be held on the margins of the broader schedule.
Modi is scheduled to attend the G20 summit in Florida on 14–15 December, with a one-on-one meeting with Trump anticipated. A gathering of Quad leaders could be on the agenda alongside Modi's trip to the United States, though a location and schedule for the upcoming leaders' summit remain unconfirmed. At a stop in India that May, Rubio placed the Quad at the centre of his account of how Washington approaches its broader international commitments.
