Kerala Set to Introduce Keralam Sports Bill 2026 to Overhaul Sports Governance

Kerala is preparing to introduce the Keralam Sports Bill 2026, a comprehensive reform of the state's sports governance after 26 years. The Bill proposes fines of up to ₹25 lakh for violations of athletes' rights, a sports tribunal headed by a retired High Court judge, the formation of the Sports Authority of Kerala through a merger of existing bodies, and an online platform for sports merit certificates and scholarship applications.

A Bill that took 26 years to move through the legislative process would alter the way sports are administered throughout the state. The scheme targets two distinct vulnerabilities in the process — the use of intermediaries and the submission of falsified credentials — by structuring out the one and barring the other from taking effect. Objections from sports organisations prompted the government to shelve a 2023 proposal that would have shifted the distribution of sports merit certificates to an online platform.
