European Commission Targets December 2027 for Albania's EU Accession Negotiations Closure

According to EU officials, the European Commission is targeting the completion of Albania's membership negotiations by the end of 2027, a deadline that Tirana has previously promoted and that is expected to be reflected in forthcoming EU enlargement roadmaps. A roadmap is being developed by the Commission to support Albania's objective of completing all negotiating chapters before the close of next year, while also identifying the outstanding steps needed to address the remaining gaps in the accession process. The country has set a late-2027 deadline for wrapping up its EU membership talks, a timeline that Prime Minister Edi Rama and other senior figures have consistently characterised as a jointly agreed schedule with the European Commission. Though Commission representatives have expressed support for the goal, the EU executive body does not ordinarily impose timelines on accession, given that membership progression is intended to be evaluated on individual merit, with one official noting that the process is not governed by fixed dates. Enlargement Commissioner Marta Kos noted in July that the closer a nation draws to completing the technical phase of accession, the greater the scope for discussion and the more effectively the available years can be utilised. During her State of the Union address to the European Parliament, Commission President Ursula von der Leyen outlined plans to introduce roadmaps for candidate nations that had demonstrated the most advancement toward membership, naming Ukraine, Moldova and the Western Balkans as countries she envisioned as future members of the EU. The documents are anticipated to outline a provisional schedule providing aspirant nations with a clearer path forward, drawing on the model established by the 2002 expansion strategy that facilitated the simultaneous accession of ten countries. These roadmaps are set to be incorporated into the Commission's enlargement package — an annual review of the accession process anticipated towards the end of October — which will also feature country-by-country evaluations and guidance on future steps. The Commission is preparing a final benchmark evaluation report to determine whether a candidate country has fulfilled the conditions required for accession, with particular focus on justice and rule-of-law reforms — the so-called "fundamentals" — and, in Albania's case, the document will include a set of concrete deliverables outlining the specific reforms and measures needed to address outstanding gaps before those benchmarks can be closed. This approach had already been applied in Montenegro's case, where the Commission employed the closing-benchmark procedure to establish the concrete reforms and outcomes the country was required to achieve. The list of deliverables is intended to outline priorities for candidate countries and identify the steps they still need to take, with an EU official telling a broadcaster — on condition of anonymity due to the sensitivity of the matter — that the Commission viewed the approach as having functioned well with Montenegro and was seeking to apply it more broadly.
