European Commission Approves Five Defence Projects Worth $369 Million, Ukraine Joins Four Initiatives

Five defence initiatives designated as European Defence Projects of Common Interest, valued at $369 million, have received approval from the European Commission, with Ukraine participating in four of the programmes. Joint development of defence systems is expected to enhance Europe's collective military readiness through these initiatives. With the ruling in place, the defence programmes are now able to proceed toward securing financial backing. The European Defence Industry Programme (EDIP) — a €1.6 billion bloc-wide effort to bolster and modernise the EU's defence manufacturing base — includes EDPCI as one of its designated funding streams. A total of €325 million ($368.6 million) was directed toward establishing and rolling out the EDPCI, a framework for large-scale industrial undertakings designed to enable member states to work together on defence matters, with the accompanying proposal addressing an area of shared competence, notably the industrial dimension of the Union's defence preparedness. The European Commission stated in the document that individual action by Member States would be insufficient to adequately fulfil the goals set out in the proposal. Five priority domains guide the programme's industrial agenda: unmanned aerial systems and countermeasures, naval and undersea capabilities, space-based assets, air and missile defence, and bolstering protections along the bloc's eastern border. The country is involved across all domains with the exception of space. The Drone and Counter-Drone European Resolve (DECODER) initiative seeks to facilitate the joint advancement, expansion, and implementation of unmanned and counter-unmanned technologies across participating nations, targeting identified capability shortfalls. Projected costs for the initiative range from $3.97 billion to $5.68 billion through 2033, while the Integrated Maritime and Seabed Defence programme aims to build a federated, interoperable European maritime and seabed defence framework. The framework aims to bolster the EU's capacity to anticipate, identify, discourage, and address vulnerabilities across naval and coastal waters. Projected costs range from $48.9 billion to $81.8 billion through 2045, while the EU Federated Integrated Air and Missile Defence initiative aims to equip member states with a shared, operationally effective system encompassing early warning capabilities and coordinated command-and-control functions. Projected expenditures for the Eastern Flank Watch initiative — a wide-ranging, multi-domain programme aimed at bolstering EU border security and collective defence preparedness — are forecast to fall between $62.5 billion and $90.9 billion by 2040. Projected costs for the initiative range from $68.2 billion to $113.6 billion through 2036, with the space component designed to open fresh commercial opportunities and lower the EU's reliance on external providers, even as Ukraine remains outside the programme's scope. Projections place the total expenditure at approximately $27.3 billion through 2034.
