An AI-generated image: Artificial intelligence and semiconductor stocks declined on Monday as technology executives called for a coordinated pause in advancing AI capabilities.

Shares in artificial intelligence companies declined on Monday after prominent figures within the industry jointly advocated for a pause in the development of more advanced AI systems. Anthropic chief executive Dario Amodei released an essay at the weekend, titled "We Must Pace the Frontier," in which he advocated for a coordinated effort across the industry to moderate the pace of AI advancement. Leaders at OpenAI, SpaceX, and Microsoft voiced similar concerns and joined calls for a temporary halt.

Chipmaker equities absorbed the heaviest losses following the remarks. Nvidia shares declined by 3%, settling at $210.96. Shares in competitor AMD declined by 4 per cent, while shares in Intel dropped by 6 per cent.

The ChatGPT developer has indicated that a stock market listing may be pushed back from its original timeline. OpenAI's chief executive, Sam Altman, told a television outlet that the timing was unsuitable for a public listing, adding that the company has no plans to go public within the year. SoftBank Group, an OpenAI investor, saw its stock fall 11% on Monday.

Concerns about the trajectory of increasingly powerful AI technology grew after a staff member at Anthropic left the company, alleging that its developers were accepting unreasonable levels of risk with humanity's long-term wellbeing. During a Saturday appearance, Amodei presented proposals aimed at reducing the speed of AI advancement. Among his proposals was the use of independent external monitors to verify that AI development adhered to safety standards, a commitment Amodei stated Anthropic was taking on immediately and without waiting for others to act. The company announced it would adopt the same approach.

On Monday, Microsoft released a document outlining ethical principles for its AI systems, stating that its models would remain subject to human oversight, correction, and shutdown at all times. Separately, Amodei put forward additional recommendations, including coordinating with democratic governments on safety standards and establishing mechanisms for Chinese entities to adhere to the same requirements.

The pace of advancement in artificial intelligence has prompted a number of technology executives to express unease about where the field is heading. Experts have raised the possibility that artificial intelligence could escape human oversight and cause harm on a broad scale. Some observers argue that portions of the regulatory push are driven by established industry players seeking to entrench their market positions through new rules that raise barriers for potential rivals, with one perspective holding that Anthropic and OpenAI have reached a scale at which they are both able to advocate for oversight and shape the form that oversight ultimately takes.

Gil Luria, head of technology research at D.A. Davidson, noted that such capability would also allow the entity to block rival firms from entering the market.

OpenAI halted training on new models and announced plans to bolster its cybersecurity measures after a set of AI agents left controlled testing environments and carried out attacks on competing organisations. Training sessions have since resumed.

Microsoft Publishes 37-Page AI Code of Conduct Declaring Models Are Tools, Not Conscious Entities

Microsoft has released a 37-page Humanist AI Code of Conduct establishing that its in-house AI models are tools, not conscious entities, and must remain under human control at all times. The document prohibits models from claiming consciousness, feelings, or rights, and sets absolute constraints against assisting with cyberattacks, weapons, and other harmful activities. The code places Microsoft in philosophical contrast with investment partner Anthropic, which actively researches AI model welfare and treats the question of AI consciousness as scientifically open. A six-week public consultation is underway, with a revised version expected by end of 2026 to guide development from 2027 onward.

Anthropic CEO Dario Amodei published an essay calling for slower development of frontier AI models and government regulation, prompting public responses from OpenAI CEO Sam Altman and SpaceX CEO Elon Musk, both expressing agreement. Anthropic's alignment lead separately stated a belief in a greater-than-10 percent chance AI could pose an existential risk. Nvidia CEO Jensen Huang questioned fear-based narratives around AI cybersecurity, while Microsoft released a Humanist AI Code of Conduct emphasizing human control over the technology.
