Footage capturing an exchange between senior Jammu and Kashmir official Kumar Rajeev Ranjan and officer Beenish Wani has drawn attention across social media platforms. Ranjan occupies the top administrative post within the Labour and Employment Department, while Wani — a Jammu and Kashmir Administrative Service (JKAS) officer by cadre — functions as Assistant Director under that same departmental umbrella.
Video of the meeting captured Ranjan directing what appeared to be offensive language at attendees, with one recorded statement indicating he positioned himself as their superior — a characterisation Wani has since stood behind, ruling out suggestions that the recording was manipulated or produced using artificial intelligence. Joining the meeting by video link from her residence, she took part in the session while recovering from a broken foot that had placed her on leave.
Wani drew attention to the need for professional respect toward women, with her quoted remark conveying that such treatment was unacceptable. Ranjan, for his part, said the remarks came out in the heat of the moment, and put forward his account that the dispute began after he asked Wani on multiple occasions to stop speaking, though she, by his telling, kept responding. Ranjan raised the question of whether a chain of command could hold together when lower-ranking officers directed disrespectful language at those above them.
Ranjan, in his own account of the exchange, pointed to language he attributed to Wani — including the phrase "hell with you" — as part of what he described as a mutual breakdown in tone, and he asked those drawing conclusions from the circulated video clips to weigh the full hour-long meeting before settling on a judgement.
A statement from Jammu and Kashmir's Labour and Employment Department was put out to address questions that arose after edited portions of the meeting began spreading across social media platforms. Workplace conduct among government employees, the department's statement made clear, is expected to rest on foundations of respect, orderly behaviour, and adherence to appropriate professional norms. The document underscored that those in official roles were expected to treat those above them with courtesy while carrying out their responsibilities.
Objections were raised by the department over the tone and wording used during administrative discussions, with the position put forward that such conduct works against the orderly functioning of institutional processes. Concerns were also raised among officials about footage from the meeting being trimmed or altered before circulation, a practice they said would give viewers a distorted picture of what actually took place. Handling of the matter will follow the organisation's established procedures, the department noted, with staff conduct and institutional standards kept under review.
At that gathering, participants were examining how the National Rural Livelihoods Mission — a programme designed to advance development in rural areas — had been progressing under the Mission YUVA framework, and it was during those proceedings that the dispute arose. Questions about how senior officials conduct themselves in formal settings — including allegations of offensive language and the expectation of professional behaviour — have moved to the forefront following the episode.
