Footage purportedly capturing a male IAS officer raising his voice at and directing abusive language toward a female colleague during an official virtual meeting drew attention after the recording spread across social media platforms. Pushback followed the episode, with each of the two officials putting forward their own version of what transpired.
Two individuals have been named in connection with the matter — Kumar Rajeev Ranjan, who holds the post of Secretary within the Labour and Employment Department, and Beenish Wani, an Assistant Director attached to the Employment Department and a serving member of the Jammu and Kashmir Administrative Service, commonly known as JKAS.
According to people whose identities were not disclosed, the confrontation took place during a review meeting connected to Mission YUVA, where work falling under the National Rural Livelihoods Mission (NRLM) was being evaluated. A clip being shared online captures what sounds like Ranjan directing offensive language and raised-voice remarks toward Wani.
In the recording, he can be heard stating that he holds authority over the other person. Wani later verified that the episode occurred and pushed back against claims that the footage had been doctored or produced through artificial intelligence tools. Attending the meeting via remote connection while on medical leave for a foot injury, she noted that the dignity of women warranted protection. Her address to those gathered conveyed that no one falls outside the reach of basic dignified treatment.
When the allegations were put to him, Ranjan offered what he described as an apology for any words that may have come out poorly in a moment of heightened emotion. He maintained that Wani had kept on provoking him even after being told to stay quiet, and posed a question about the purpose of review meetings if officers were beyond scrutiny and accountability.
Ranjan further claimed that Wani had directed the phrase "hell with you" at him during their exchange, and he urged anyone drawing conclusions to watch the full one-hour meeting recording in order to grasp what had actually been said and in what circumstances.
In the wake of the dispute, the Labour and Employment Department of Jammu and Kashmir put out a response addressing the video clips that had been spreading across social media platforms. Respectful conduct, professional discipline, and measured language were identified as non-negotiable standards for official interactions, with the statement making clear that inflammatory remarks and unsuitable phrasing have no standing within administrative processes.
A concern was also raised by the department over footage it characterised as having been trimmed and circulated without the surrounding context. The footage in circulation had not been independently verified, the statement noted, and there was a possibility that partial or out-of-context editing could distort how the gathering was perceived. Officials at the department indicated that the matter would be pursued through to its conclusion in line with the relevant procedural framework.
