Royal Bank of Canada Appoints First Quantum Director and Forms University Partnerships to Advance Quantum Strategy

Royal Bank of Canada has named Dr. Elizabeth Iwasawa to the newly established position of Director of Quantum and entered into agreements with two leading Canadian universities to advance its quantum technology initiatives. The decision places RBC among the earlier adopters in an area that banks and other financial institutions have described as both a potential growth opportunity and an evolving security concern. In 2025, the BIS released a quantum-readiness framework for financial institutions, while Naim Kazmi, Group Head of Technology and Operations at RBC, noted that as quantum technologies transition from research into practical use, the bank is positioning itself to adopt these tools for client benefit and broader financial system resilience, including advancing its cybersecurity capabilities. Iwasawa will head a group of quantum researchers and engineers, alongside directing the development of the bank's overarching quantum computing strategy. Her appointment comes at a time when financial institutions worldwide are working to adapt their encryption frameworks ahead of a potential shift in the quantum computing landscape. Two extended academic collaborations form the foundation of the institution's quantum computing initiative. A partnership between RBC and the University of Waterloo's Institute for Quantum Computing has given rise to the RBC Quantum Talent Initiative, a programme designed to cultivate upcoming researchers working in quantum information science and related technologies. A separate arrangement with the University of Toronto will support doctoral fellowships and conference funding, while RBC also announced a partnership with Toronto-based photonic quantum computing firm Xanadu to deliver practical workforce training in which employees will develop quantum applications using Xanadu's open-source tools; Iwasawa noted that the bank's track record with transformational technologies, alongside the country's quantum ecosystem, positioned the institution to pursue tangible outcomes for clients and advance the broader global quantum field. RBC's quantum efforts are oriented primarily toward protection rather than innovation. The institution has rolled out what it calls a wide-ranging initiative to protect customer data and systems against threats posed by advances in quantum computing. The programme encompasses a transition to next-generation cryptographic standards and quantum key distribution protocols to safeguard communications. Cybersecurity professionals have noted that threat actors may already be collecting encrypted information with the aim of decoding it once quantum computing reaches sufficient capability — a technique referred to as "harvest now, decrypt later" — while RBC's quantum-resilient initiative forms part of the bank's broader technology spending, which surpassed $5 billion per year as of its 2025 Investor Day, based on publicly available RBC disclosures. This development follows RBC's earlier involvement in a C$180 million funding round for Photonic Inc. in December 2025, which represented the bank's inaugural direct equity position in quantum hardware. Photonic Inc., a Canadian firm working on silicon-based quantum computing, is among the homegrown players that government and industry have been working to build up within the domestic quantum sector. Canada has established itself as a recognised hub for quantum research, with Waterloo functioning as a centre for both academic activity and commercial development in the field; Huda Idrees, Head of Innovation at RBC Technology, noted that quantum computing holds the potential to address complex challenges in financial services through new approaches, and that academic partnerships support the bank's efforts to build capabilities that could deliver value for clients, with RBC's quantum programme forming part of a broader technology and AI strategy. According to the 2025 Evident AI Index, the institution placed third worldwide for artificial intelligence maturity among banks — a position no other Canadian lender has achieved — while also setting a target of between $700 million and $1 billion in enterprise value to be generated through AI programmes by 2027.
