Aradhana Mishra 'Mona', a legislator who has held the Rampur Khas assembly seat on three separate occasions, was elevated to lead the Uttar Pradesh Congress unit, taking over from Ajay Rai, while Saharanpur MP Imran Masood was brought in alongside her as working president of the state organisation.
The decision points toward an internal realignment within the party as it works to rebuild its grassroots infrastructure and broaden its appeal across a state where electoral gains have proved elusive for more than ten years. The two nominations pair a well-known upper-caste figure from the state's eastern districts with a community leader whose support base lies in the west, a combination that points to efforts at broadening the party's appeal across caste and regional lines before voting begins.
Rajendra Pal Gautam, who belongs to the Dalit community, has been given responsibility for the state as the party's designated in-charge.
Mona, who leads the Congress Legislature Party at present, draws her political lineage from Pramod Tiwari — a Rajya Sabha member and longstanding figure within the party — and has built ties to the central leadership while taking part in a number of state-level electoral drives. Positioned among the more recognisable Congress figures operating across western Uttar Pradesh, Masood is viewed as someone who could broaden the party's foothold in a region that carries considerable political weight.
Holding the position of Congress Legislature Party leader in the Uttar Pradesh assembly, Mishra — now 52 — has occupied that role without interruption since 2019. Her path into the assembly began with a bypoll victory in 2014, and she went on to hold the Rampur Khas seat across both the 2017 and 2022 electoral contests. Her path to the assembly ran through twelve years as block pramukh of Sangramgarh, a post she held from 2002 until 2014, alongside active ties to cooperative and rural development bodies. Her responsibilities extended to the general secretary post within the UP Pradesh Congress Committee, alongside board membership at Punjab National Bank and roles in cooperative organisations.
The decision to name Masood as working president has drawn commentary framing it as a strategy to draw in and shore up support among Muslim voters. One political analyst described the appointments as a sign that Congress had revealed its electoral hand ahead of 2027, with the party's state-level leadership lineup drawing from across distinct social communities — Aradhana Mishra Mona occupying a top position that brings Brahmin representation to the fore, while Imran Masood takes on a key organisational role as a prominent figure within the Muslim community. One political observer noted that placing a Dalit figure at the helm of the party's state unit appeared to reflect a deliberate effort to build a wider cross-community electoral base.
A reshuffled leadership structure points to the party's intention of fielding a new organisational team ahead of the 2027 elections. Ajay Rai may have retained a prominent position in the party's public face across the state, yet the organisational shake-up points to a view at the top that a fresh social and political approach is needed to rebuild the party's electoral standing.
Observers noted that Mishra's working relationship with Samajwadi Party leaders within the India Bloc had become a factor worth watching as seat-sharing talks picked up momentum, with one voice in the conversation drawing a contrast: unlike Ajay Rai, Mona was said to have kept her ties with the SP leadership on cordial terms. An analyst noted that her role as the public face of the state Congress unit could ease coordination between the two parties as they pursue an electoral partnership — though a formal seat-sharing arrangement for the 2027 polls has yet to be finalised between the Congress and the SP.
Rounding out the organisational changes, the party placed Chaudhary Virendra Singh at the helm of its Congress Legislature Party contingent while elevating Devinder Nishad and Alok Prasad to senior vice-presidential posts within the state unit.
